Request for Bids (RFB): Preliminary Planning for E Dock Replacement Project Summary

The City of Warrenton Marinas is in the early planning stages for replacing the Commercial E Dock, which serves 22 year-round commercial vessels ranging from 50 to 80 feet in length. This dock has exceeded its usable lifespan and is in critical need of replacement.

We are requesting bids for the design and permitting phase of the project, along with informal estimates for the total cost of materials and construction. Our goal is to commence design and permitting as soon as possible, contingent on costs, and secure funding to complete the full replacement within the next two years.

Project Details

• Current Conditions:
  • Water depths are sufficient for the vessels currently using the dock, and no dredging is anticipated for the replacement.
  • Most piles were replaced in November 2024, with the final eight piles scheduled for replacement in November 2025.
  • Gangway is in decent shape, and we don’t anticipate replacement of gangway but the landing dock under the gangway needs to be replaced.
• Dock Footprint:
  • Main Walkway: approx. 656 feet long by 9 feet wide.
  • o Finger Docks:
    • The first three finger docks are 70 feet long by 8 feet wide.
    • The next eight finger docks are 60 feet long by 8 feet wide.

Submission Requirements

If you are interested in this project, please submit:

1. Proposal for Design and Permitting Services: Include plans for dock replacement and permitting. Ideally using current footprint but with appropriate materials to withstand conditions of high wind and wave action seen in this area and meet current requirements.
2. Informal Estimate for Materials and Construction: This is for budgeting and grant exploration purposes only and will not influence the selection process for design and permitting.
