City of Warrenton Public Works Department

The City of Warrenton Public Works Department is requesting bids from qualified contractors for the Hammond Transmission Waterline Project – Phase 1.

Project Description
The intent of this contract is to enhance the City’s water transmission system in the Hammond community. The following is a summary of the major elements of Work that are to be provided by the Contractor. 

Installation of approximately 4,500 linear feet of buried 18-inch diameter PVC C900 DR 18 water transmission pipe, isolation valves and other water system appurtenances, and connections to existing watermains and services. The water transmission main will be installed along Ft Stevens Highway (OR-104) and NW 13th Street.

Project Substantial Completion shall be 120 calendar days from Notice to Proceed and Project Final Completion shall be 150 calendar days from Notice to Proceed. 

Pre-Bid Meeting
A voluntary pre-bid meeting will be held at 10:00 AM on May 13, 2025, in the Commission Chambers at Warrenton City Hall.

Bid Submission

Bids will be publicly opened and read by the Public Works Director at 2:00 PM, local time on May 29, 2025, in the City of Warrenton Commission Chambers.

All bids must be accompanied by a certified check, a cashier's check, or bid bond in an amount equal to at least 5% of the total bid.  Any bids received after the above specified time will not be considered.  The carrier, including the United States Postal Service, is considered an agent of the bidder.

If the total bid exceeds $50,000.00 the contract will be subject to Prevailing Wage Statute ORS 279C.800 to 279C.870. The contract is subject to federal prevailing wage rates under the Davis-Bacon Act (40 U.S.C. 3141 et seq).  
Prior to submission of its bid, bidder shall be registered with the Oregon Construction Contractor’s Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.055. 
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a bid for public works in Oregon.

Work under this contract is funded by the federal Safe Drinking Water Revolving Loan Fund through Business Oregon, a grant from the Environmental Protection Agency, and a partnership of Local and/or Private Funds.  
This contract is subject to federal statutory requirements of American Iron and Steel (AIS) and Build America Buy America (BABA) Act.
