CALL FOR BIDS – PUBLIC WORKS IMPROVEMENT

Sealed bids will be received and accepted via the online electronic bid service through QuestCDN vBid (www.questcdn.com) until 2:00 PM, Pacific Time, on Thursday, June 26, 2025, for:

IREDALE CULVERT REPLACEMENT PROJECT – PHASE II

PROJECT DESCRIPTION

The work of this project will take place in Hammond, Oregon, and will consist of, but is not limited to, furnishing all labor, materials, equipment, and superintendence necessary to replace the remaining sections of the Iredale storm drainage pipe and structures that were not replaced in the original work. This work will be accomplished in the Summer of 2025.

In general, the major elements of work include:

Preparation and submission of a Project Plan and Schedule for Engineer/City approval prior to construction.

Demolition and replacement of existing storm drainage pipe and associated structures.

Extensive de-watering throughout the duration of the project.

Repaving of street crossings impacted by the culvert replacement.

Placement of shoulder rock as required by the Engineer.

The fee for downloading the digital documents is $35.00. No paper bid documents will be accepted. The online bid must be completed and submitted with all addenda acknowledged and a copy of the bid bond uploaded to the site. If a copy of the bid bond is uploaded, the original must be delivered to the City no later than the end of business on Thursday, June 26, 2025.

Bid Security

All bids must be accompanied by a certified check, cashier’s check, or bid bond in the amount of not less than 10% of the total bid in accordance with the Instructions to Bidders.

Other Requirements

This project is subject to the State of Oregon Prevailing Wage Statutes, ORS 279C.800 to 279C.870, as the total bid is expected to exceed $50,000.

Contractors must be registered with the Oregon Construction Contractors Board as required by ORS 701.055.

A pre-bid conference will not be held for this project.

Bid Opening and Post-Bid

Bids will be publicly opened by the City immediately after the bid closing time via the QuestCDN platform. The Owner reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject, for good cause, any or all bids if deemed in the public interest, in accordance with ORS 279C.395.

No bidder may withdraw or modify their bid after the hour set for opening, and bids shall remain firm for 30 calendar days following bid opening.
